The accessory outlet is unpowered whenever the ignition is turned off. Slightly frustrating when trying to keep a cell phone charged but there is no work-around that I know.
My 2000 9-5 would eat batteries on an 18 month cycle. This was with high CCA name brand batteries. My '08 has a 5 year cycle for battery life. Obviously something changed to reduce draw. Your dead battery may just reflect the nature of the early 9-5's.
It might be a bad voltage regulator. This is a replaceable component located inside the alternator.
