WEIRD dashboard on 2001 Aero? . . .

I just saw something strange on eBay (auction ends July 30, 2002).
A 2001 Aero wagon (USA, apparently) shows the driver side portion of the dashboard with the headlight switch mounted up high, like the ol' 9000!

It's very odd--is this a special Aero dash or just an anomaly? Other Aeros I've seen have the "conventional" dash.
