I think in Canada, more of it is just rust and wear and tear... unfortunately not everyone who owns them knows how to take care of them either, and replacement engines are not cheap if someone was negligent. Basically cost prohibitive now if you get an engine or tranny problem.
That said - all this was true of c900's about 10 years ago. Now, it shouldn't matter - the only reason to scrap one of those is unresolvable rust. They are classics that are generally worth restoring. Not sure the 9-5 will ever become that, but the path is similar...
