I have a 2005 Arc and I used OEM by GM a few years ago which apparently is THE RIGHT OIL. In case you don't know and I think the 1999 is similar, ensure you can remove filler before you drain. I had to cut down an allen key to remove the drain. I could not reach the oil level plug so I measured what I took out religiously and compared to the spec fill capacity. In my particular case, I ended up adding more oil since I was not happy with the feel while switching gears. Hard to confirm but I think it likes a 3-8% overfill in my humble opinion. After the initial gulp i took it for a test drive. I added a little at a time and after 2 small adds, i was awarded with much smoother shifting than I had before.Some might have sweated out over the years. I am the third owner. At 220,000 km I sometimes have a bit of difficulty putting it into reverse gently. Placing it into first, clutch in and then moving into reverse solves the problem when it happen.
