Saab 9-5 Non-Starter

My Saab 9-5 2.3T (2004, 98K miles), will crank fine (new-ish battery), but failed to fire-up. Next day it started all okay and ran well, but has since become a non-starter again.
I removed the ignition cartridge and checked plugs & cylinders - had DRY plugs and dry cylinders. This confirmed that car has a fuel issue, and I replaced the fuel pump, which was original to the 2004 car. But Car is still a non-starter ! Checked plugs again and all were DRY... And checked the old pump under 12 volts from a spare battery and it seems to run normally.
Any suggestions what is wrong - fuel filter is fairly new, and replaced the ignition cartridge about 12 months ago. Could Crank Sensor (CPS) be faulty/failed. With no crank position I assume ECU will not open the injectors, so dry plugs ??
