My first suspect would be corrosion in the connectors between the wiring harness and the the circuit board that the lamps plug plug into (I've had that - they can be hard to clean). Be sure the spring clips for the bulbs are shiny and making contact. Check grounds too - maybe one is faulty. And then I would take a good hard look at the wiring harness again, because 'you never know'.
