Can't say for sure but first I would make sure all the correct pins in OBD2 socket are secured and none backed out.
The Tech 2 "talks" to the car on different terminals of the OBD2 socket than then generic OBD2 scan tool technology the smog stations use. I have a little cheapy Autel code reader that I plug in sometimes just to make sure the OBD2 function is working together with the Tech 2 function.
For a 2000 and up Saab, it should not be any tail pipe emission testing in CA so the only thing a smog station check for is that all smog devices are there and hooked up and that all smog monitors are set to Ready reading from the OBD2 socket.
TWICE have nothing to do with passing smog. DICE have some connection since it is the first module in the Network the Tech 2 scantool connects to before talking to the rest of the car. If DICE is offline, you can't talk to any other module. Had a Saab a couple of weeks ago that I could not connect to and it was one of the pins in OBD2 socket that had backed out.
