I really should have paid better attention in my statics & dynamics engineering class. Oh well. I still have the text...somewhere.
In any case, based on what I read at https://www.engineeringtoolbox.com/bolt-torque-load-calculator-d_2065.html my guess is that the torque spec is based on trying to achieve a really high clamping load. I originally thought that using 242 during assembly acted as a lubricant, but the internet suggests that coefficient of friction (K) for 242 is roughly the same as the K for the same bolt in dry configuration.
So I guess either the desired clamping force increased, or the bolt diameter decreased, or material (and, thus, K) changed.
