That at least show you have vacuum at idle which is better than nothing. But it could still be that during acceleration and turbo boost, some combustion gasses are allowed to pass past piston rings. Especially if you have some oil consumption too.
I use an extremely sensitive vacuum gauge to check PCV vacuum on both Saab's and Volvo's (Volvo special tool) and sometimes, when the vacuum is marginal, you can also see the needle bounce for every piston stroke which tells you one or more cylinders have some blow by pushing combustion gases into the crank case.
And as I wrote, make sure the PCV check valve is intact, not just whole on the outside but that the diaphragm inside is ok.
