I had a closely similar 2003 non-aero issue. We thought we couldn't go over 55 mpg initially, but it happened under (other) load also we soon realized. There were no codes, no CEL. It had a lot of miles on the DIC and I keep a spare new one so I changed it out and solved it. All after suspecting bad gas, fuel pump issues, CPS etc which would not throw codes. Even swapping out to a DIC with other known issues might help trouble shoot. Good luck.
