I am far from an expert on Xenon headlights either, but I don't think it's the shutters. When I pull back on the stick, and the blue light on the dash comes on, the headlights do get brighter (I assume the shutters are opening for this to happen), but then goes back to low beam once the stalk is released. I think I have eliminated the fuses, relays, stalk switch, and headlight switch. Wondering if it's the ballasts or the DICE?
