I think the fork-mount style is inherently steadier, stronger due to the stronger fix point and lower center of gravity. That's why I chose it for my wagons and have done thousands of miles with it.
I have often thought myself better off having it when I see the "wheel-on" style shaking around like crazy as people drive along. The down side of fork mount is that you have to take the front wheel on and off all the time but with quick-release hubs it's pretty much a breeze really.
Also you have to store the wheel in the car or mount it on a dedicated fork on the roof.
I use Thule.
