It could be also differential bearings in gearbox (tone changes a bit between cold and hot tranny, and after oil change) or just the tires noise (typical for some winter tires). Broken wheel bearings usually do not make whining but humming noises - hard to describe sound with words ;) Intermediate axle bearing could be also an issue as pme said.
I would start with the gearbox oil change, especially if it's manual, where people usually do not change oil at all. If the sound changes then you have a hit. If it will be gone then you win, if not then it's expensive hit, because to get rid of it, it will be necessary to change bearing inside the tranny (adjusting play only could bring no benefit), what means the gearbox must be out. You could live with this sound if it's just some small background part of overall noise the car makes. But if it's loud then you will have to act to avoid real damage. Bearing issues are usually proportional to the sound they make - the louder noise the worse bearing condition.
For manual transmission Saab recommended some GM oil (MTF0063, part number 93165290), but it's not a wise choice - this oil is too thin and shortens the gearbox life (whining is one of the effects). I would use something thicker fulfilling GL-4 spec. For automatics we have the opposite situation - it's crucial to stick to the manufacturer's recommendation together with the change procedure (full flush, not partial changes).
