The professionals probably won't endorse this, but I pull the idler with a 1/2" socket extension while the engine is running. HOWEVER, I recommend having someone in the driver's seat to turn the engine off BEFORE you release the idler (and the slack). Otherwise, you get a slipping startup of accessories and are probably putting a lot of wear and tear on the belt. Also, with the engine off you can recheck that the belt is seated correctly before you run it. The belt could bounce around and be partly off somewhere when you loosen the idler while the engine is running.
