The simplest case would be that enough refrigerant has leaked out to where the AC system won't work properly. If it gets low enough the compressor will not even engage. A good first step would be to hook up a manifold gauge set and check system pressures.(There are videos on youtube that show how to use the gauges.) Since the 9-5 uses a variable-displacement compressor you really can't judge the charge level with any accuracy by pressures but you can see if things are seriously out of whack.
Avoid the parts store and Wal-Mart "recharge cans" that have a cheap low-side gauge. They are no good for diagnosis, can let air and moisture into the system, and frequently contain sealers that can plug things up and make matters worse.
