Once I built the proper tool, removal of the level plug was easy; access from above allows good leverage. So after having drained 1.7L and refilled with 1.9L, I removed the level plug and what came out was just a dribble. Maybe a thimble of fluid. So it seems 1.9L wasn't much of an overfill after all.
