(2000 9-5 SE) Last summer when someone posted a note on license plate screw issues, I decided to see if mine would come out. Of course, they were rusted in solid after 21 years. Apparently, there are steel clips on each side of the lights that they are screwed into like other body clips. I considered if I wanted to remove the light and trunk handle bar, but before I tried that I used WD40 on them and let them sit after tapping on them with the T10 screwdriver inserted. Finally, the outer screws began to move after a few days of WD40 treatment. To get leverage, I used a T10 Torx bit on the end of a 1/4 inch breaker bar. After another few days, the inner screws began to move and I was able to remove all of them. They were put back in with anti-seize on them and they remain unstuck. I tried to use my T handle Torx set, but there is no space to turn a T-handle on the trunk surface.
The plastic lenses were also stuck to the sealing gasket, but came off without damage with a small flat head to pry them. The key method seems to be to take your time when you attack the screws and plates. Once out, screws need anti-seize on reinsertion to be removable later on. The 2000 uses micro bulbs, not 6411's for license plate lights.
