There are some creative ways to make more room to get under the car such as running the right wheels up on a curb which can be easy on a rounded curb popular in newer communities. In places with rectangular curbs sometimes you can use a driveway entrance to run up on the curb. You will need to lie in the gutter but it will give you a lot more room to work while avoiding the dangerous practice of jacking up the car without jack stands. The captive clip nuts and hex screws are available from Orio, and many auto parts stores can also sell you something that will work. If the shield is indeed broken, it is also available from Orio. You want to have a shield properly attached because it keeps splash off the belt and pulleys. The screws don’t generally rust because they have some sort of black coating. You don’t say whether your car is an Aero, but they are slightly lower giving you even less room to work.
