When shall the engine cooling fan start?

Hello!
It is a 2008 and after starting cold in the morning, with AC set to 68 F, one (at least) of the engine cooling fans starts after about
30 sek of idle. The coolant temperature gauge has not moved a mm from "L" of course after this short time on a cold morning.
Is this a normal behavior? Or does it indicate some sensor failure? I'm trying to figure out why the car also tend to stall after start up if not idled first for 30 sek or so. Generally, car starts up fine but can easily die if put into "D" and push gas pedal right after start up.
