The piece you have pictured is used if the shaft and the arm are both broken. If it's just the arm that's broken, then replace just that piece. The latest version of the arm from Saab is reinforced where they used to crack, and honestly is probably just fine for the remaining life of one of these cars, but there are aluminum versions.
One of my two 9-5s had a broken arm and shaft, but I didn't use the part you have pictured. I tried one, but thought it fit too tightly and was difficult to install. What I used instead was Saab's repair sleeve, combined with one of the aluminum arms. There's no good reason that I can think of why the aluminum shaft repair part has to fit so tightly. The Saab repair sleeve slides easily over the broken shaft and works just fine. This is what the repair sleeve looks like:
