Like John says, go get the whole car sprayed with rust check. It is like night and day and the dog legs aren't the only area that will corrode. All my Saabs get sprayed more or less once a year...
For the dog legs especially, they collect dirt in a 3d cavity mostly accessible from under the car looking outward (easiest to see on a lift). Like others say, clean that out regularly, and then spray with rust check. You can buy spray cans of the stuff at Canadian Tire up here in the great white North...
If you see rust outside, there is probably a hole, but if it's almost no rust you see, the hole can be really tiny. I have repaired these a number of times with por15 reinforced with class fibre cloth. It holds up well and can be done over a couple of sunny dry summer days...
