AC obstruction at expansion valve area

I had my car at a AC expert, and he did a pressure test with nitrogen and said it was holding.

But they changed the compressor, filled and ran it and it leaked at high pressure. He mentioned a j-type clamp that holds the lines at the expansion valve. He thinks it blew out there.

He also said that when he pulled that line (I think coming out of the expansion valve) it made a sound, as if it was underpresure even though it was pulled during vacuum. This indicates an obstruction that was seen when filled with refrigerant and run.

He is suggesting cutting the line coming out of the expansion valve (I think) and welding in a splice there.

I'm pretty confused what's going on.

If anyone has any experiences that may be useful lmk.
