no.. it accessible... up near the upper pulley. I checked mine several years back, so I don't recall whether I removed the pulley or not.. I think I did.. but not a big deal, just set back the tensioner, and the pulley is 1 bolt...

it is a bit awkward to get at.. but with the right extension its not bad..

go to youtube.. and do a search on "Saab - timing chain tensioner removal".. very good video to give you an idea as to what's involved.
