internal and external but I believe the major change came in the software scheduling of the performance curve. According to the parts list the pistons are different (stronger) and the Cams are different part number. The ECU is different part number and some other minor differencs. It has been explained to me by the "Facrep" that Saab has "standardized" the engine long block assembly. It is used in the HOT and LPT versions. That tells me something- for those who hope to punch up their 170s, then are the pistons not up to the challenge? I don't have the cam details but the way the car feels(and I have one of each and an Aero) I suspect some cam timing may have occurred because my 2001 gets much better gas mileage than my 99 (and significantly better than my Aero). If the added power just comes from fuel burn and boost then the mileage would have suffered. IMHO
