High beams too high and low beams too low

I replaced both of my headlights on my 2001 aero as they were cracked. The new one’s (junkyard) were out of alignment. However I’ve now messed with it 6 ways to Sunday and can’t get them adjusted properly

Essentially, the low beams are too low while the high beans are simultaneously too high.

Using the vertical adjustment I can bring the high beams down but then the lows are well below the fog lights and don't offer much distance. If I put the low beams where I think they should be, the high beams are in the trees and pissing off the FAA.

I've looked at the diagram in the manual but to be honest finding 50' of level ground in Vermont isn't easy.


Any ideas?
