If everything is working correctly the Tech2 will be powered by the OBD2 port. In fact from what I've read it will always take power from that port even if other external power is connected.

If your Tech2 is a Chinese clone rather than OEM be aware that the voltage regulators are of poor quality. Therefore if there is a procedure where you need to have the Tech2 powered on while cranking the starter, with those clones you need to cut out the OBD2 power and connect an external battery or AC adapter. (I use an OBD2 extension cable with switched power line for that purpose.)
