I think I disagree with you about the tax being based only on the depreciation part of the value. I know many people in MA who have leased, and they are being taxed at the value of the vehicle as taken from the manufacturers books and supplied to the insurance industry. Here in NH,where we do not pay a state sales tax( you know, live free or die),rather, we pay a town registration tax that is calculated from the book value of the car, it does not matter if you own or lease, you are charged the same amount.
There was a time a number of years ago where leasing was very attractive because you could buy the insurance in the lease contract. I believe that most if not all lease companies have stopped that. In that time, the total payment buying the insurance through the lease was a lot less than owning the car outright,since the lease company was buying a blanket coverage policy for its fleet,individual drivers made out great.
I still think that my two previous Saab leases ,both Chase, were bad decisions, and I prefer to own outright .
