True that your should never approach either of the tire's rated limits, however, you need not speed excessively to benefit from the higher rated tires' benefits. Sidewall construction is a little stiffer the higher you go in speed ratings; V is stiffer that H, Y is stiffer than Z, etc. You will experience less "yaw" with a higher speed-rated tire. Yaw is the side-to-side flexing of a tire, particularly noticable on turns. If you had a severly underinflated tires and drove at speed, that wandering of the tires is yaw.
As far as which would last longer, the only reason the H would outlast the V is if the V's treadwear if lower than the H's, but, even those threadwear numbers are set by the tire manufacturers and not regulated. If the numbers are nearly identical, you'll likely replace these H's just as quickly as your V's given the same care and maintenance.
