My dealer didn't have a clue on how to do it (set the lights to Eurpean mode) but I had copied the instructions off this page. He had no problem doing if for me but wanted to keep the instructions for future reference.
Tech II settings for European Light Mode:
Headlights set to "Option 1"
Fog Lights set to "Option 1"
With fuse 35 removed on a US or Canadian car the foglights will only come on with the head light setting and the head lights are on with the parking light setting. In European mode, off is off, parking light setting gets you the city lights (standard parking lights plus the extra low wattage light in the head light housing is on), the fog lights will come on in the park light position, there is no change to the head light setting on the light switch.
