When I worked at the Sears Tire Center in the 70's Sears would only mount new tires to the rear. In the event of a blow out you wind up with a three legged stool. Better to have two legs at the back keeping the car straight, than the two legs at the front holding the front in place and the single leg in the rear likely to come around, especially under the braking and slowing that comes with a blowout. With a blowout in the front you still have steering control. With a blowout in the rear it's very easy for the rear end to fishtail and come around on you.
