I'm not sure if our Oil standards are higher here? Better spec oil perhaps? But I suspect a lot of it is down to social engineering. The US owners (and I mean no offence) seem very reluctant to entertain the thought of longer intervals between oil changes, and thus the marketing people get involved and reduce it for certain markets. I think pretty much the whole of Europe have 12k intervals on their Saabs. Some other makers extend that to longer still with some of their models. If anything, I would think are driving conditions are generally much harsher than yours, with short journeys and stop start traffic being the norm.

I understand entirely your comment about preventative maintenance. As far as I'm aware though, again, that is more about your peace of mind, than the car actually needing it. With modern oils and filtration, the oil has probably still got plenty of life left in it, even at the full interval. I think we Europeans are just more accepting of that :-)

I don't normally churn through my cars as quickly as I've done with the Saabs - it's just down to some attractive IDS discounts whilst I was in Germany that got me to my third in a relatively quick space of time. I did keep my 3rd for 3 full years though. The 4th, my current Aero, wasn't bought via IDS and will be kept rather longer, unless something attractive pops up at the 3 year point.
