The cable probably isn't tight enough. They can stretch, or parts can shift, needing to be tightened. Does the handle go all the way up? If it doesn't hold the car when you release the brakes, then it isn't working right. Any mechanic should be able to fix this, but if it's a US car, it's still under warranty, so have a dealer do it.
