Welcome to the world of SAAB--The switch is for varying the sensitivity of the sensor. If it is up then the wipers are more sensitive to moisture on the windshield. A far as the lights go, in the US- if you have Xenons- that is the way they are supposed to work- on when the ignition is on--same at all settings except for the variances in fog light operation.
To answer another question before you ask it, the only time the halogens come on is if the ignition is off and you flash the high beams, unless you pull the DRL fuse.
The wipers should work in regular position though, so I would have that checked.
