Turn signal doesn't work, sometimes

Well our 2002 9-5 is having a wierd turn signal problem. The driver's side turn signal will stop working. The lights will not flash, and it is accompanied by a rapid turn signal indicitating on most cars a bulb is out. Well, if you turn the car off and back on it again, it works fine. Any ideas? I have visually inspected the turn signal and all the bulbs work fine. it's been doing this for the last 2-3 months, about once a week. It's done it twice in the last three days. Usually dealers have a hard time finding intermittent problems.
