the problem is related to a coolant system recall requiring replacement of a 'banjo bolt'. If the recall was not done soon enough, the seals in the turbo begin to fail due to repeated overheating. If I remember the details correctly: the original bolt allowed the coolant to drain from the turbo after engine shutdown, and the residual heat in the turbo caused a premature breakdown of the seals.
I had the recall done at +/- 25K miles, and was already getting a bit of smoking. After a couple of service trips, and an ECU reprogramming(I have a very early '99 9-5, one of the first 700 made if I read the VIN correctly) then a brand new ECU, finally the dealer got their master tech to work on it, and he ordered and installed the new turbo(at +/- 35K miles). No problems since.
