If he was had the "gun" up to his face and was looking through it then he was probably using a LASER (or LIDAR) gun... If your detector doesn't have laser detection capabilities then that's why it didn't go off. Also note that rather than RADAR guns that broadcast in all directions, a LASER gun has a very narrow selective beam. The cop actually looks through the gun and lines up the target car in his "crosshairs". Cars to either side that have laser detectors might not even be triggered!
Basically, if you have a detector with LASER capabilities, and it goes off, it's a signal to pull over because a cop just lined you up in his sights!
