I checked with several Major Glass companies their answer is this:
All glass is porous to some degree. They all have seen this problem occasionally. Someone will spray the glass with a chemical, it could even be an ok cleaner. Then, not wipe it off, and leave it to bake in the sun.
The sun will heat the window allowing some of the chemical to penetrate the glass, leaving the residue embedded.
So, I am replacing a windshield because of someone's stupidity.
