yes, the alignment person is taking short cuts or he/she didn't really know what to do this properly.
Find another alignment shop. Shouldn't cost you more than $50 for adjusting the toe. If you are in North NJ, I can give you a place you can go.
First they should point the steering wheel dead center. The rack should be centered and locked down at this position (with the steering wheel pointing straight) for further adjustments. Then he should adjust the tie rods equally on both sides for proper toes. Some shops may bounce the car some may not and then repeat and check the alignment. The car should be then be taken out for a test drive and see if the steering wheel is straight going down a LEVEL stretch of road.
Also ask to see a print out of your before and after angles and make sure other angles are within specs.
Call around local Porche/BMW/Saab indy shops and ask where they have their cars aligned. You should be able to get some consensus about where to go. Having good alignment equipment doesn't guarantee a good alignment job, one time I had an excellent alignment job at a local Midas shop, and I had a bad alignment job at a place with an expensive Hunter rig.
Unless the alignment equipment is way out of wack, it all boils down to who is doing the alignment.
