I believe the tire manufacturer certifies the maximum structural pressure that the tire can handle. The tire should never be inflated to more than this pressure or it could rupture. It is a bad thing to go past this pressure.
The car manufacturer gives a reccomended pressure for the application. This is the one to use when the tires are on the car. I always go to the high side of the manufacturer's reccomendation. 36 psi on my 9-5 wagon. You loose a little ride and grip, but get better mileage and tire life. The tire can also carry a higher load.
Different tires may have different maximum pressures on the sidewalls. Ignore this number as it does not relate to the inflation pressure when the tires are on your car.
