I had the same problem on mine--worked out I had installed the pad retainer springs incorrectly & no amount of bedding in was going to fix it.
Take a look at another 9-3 or 9-5 (don't know about the new 9-3SS) and check to see that your pad retainer springs are routed the same. The springs have 2 loops (square bend at the widest part of the spring. Not the hooks that have to fit into those @#$@% little holes on the caliper) & those loops need to be in as close to the wheel hub as possible.
If you installed the loops above the tabs cast into the brake caliper, every time you take your foot off the brake pedal, the retainer spring pushes the two caliper halves apart.
