2" is a pretty tall order (pun intended) I have a feeling if you go into your local performance shop and tell them you want to RAISE it by 2" they'll probably give you a funny look. Either way, if you raise it by 2" you'll seriously affect the handling and stability of the 9-5
A friend of mine and I were talking about this the other day- he wanted to lower his car, but be able to raise it for things like driveways or rough roads. We figured it could be done with hydraulics or pneumatics. When you start varying the ride height you'll screw up the suspension geometry. For a height difference of 2" you might even be out of the range of adjustment available to correct this (although you could probably have some custom camber plates machined) We agreed it would probably be best to have the suspension set up for the lower setting, and then drive it with the camber off for short periods when necessary (like on the driveway)
The above scenario would involve a lot of custom work and tuning to get it just right so that might rule out the "cost effective" requirement. Perhaps you should consider something like an Allroad?
Another option would be to spend your extra money improving your driveway. Is it just a hump, or steep lead in? That could be corrected fairly easily.
