Leon, thank you. I think you may be right. The day of the test drive was very hot and humid and I had been standing around in the lot waiting for the dealer to find the car. When I asked service about my car, I was wondering if maybe there was something blocking the holes in the seats from the inside, as clearly the fans work. I'll try them again when I'm really hot and see if there's a difference. I'm sure no one would spend the money if they were just supposed to be noisemakers.
