Not to be too elementary, but there is an airflow regulator to the side of the rear vents..make sure it's on or at least functioning correctly. I is on, O is off. Try closing the front vents and see if it helps increase airflow, when this wheel is in the I position.

I'm also pretty sure the rear vent only operates when the rest of the vehicle is blowing air to the "face" position (i.e. non-defrost/non-floor position). This can be changed manually, or if the Auto mode deems it so.

To be safe, put the system on Auto to turn on AC...then press the button to send air to the face. Then make sure the back regulator wheel is in the I position.

To answer your first question, those vents are definitely functional.
