Heated seats not that hot (heat is barely noticeable)

Hi,
I'm wondering whether my 2001 9-5 is having a problem with the heated seats, or whether the heaters are working as designed. The issue is that frequently you can't even notice that the seat heater is on. I asked the dealer about this once, and they claimed that in temperatures above about 50 F, this is normal -- that the seat heaters are meant only for very cold weather, and that they don't get very hot so they don't damage the leather. I live in California, where it's rarely under 30 F, so I can't say what the heaters feel like in truly cold weather, but even in 40-50 degrees F, the heaters don't feel very hot at all. My wife likes to use the seat heater in all kinds of weather and believes the dealer is incorrect, i.e., the heaters are *not* working (she also is comparing to a friend's car (a Lexus, I think) in which the seats get very hot). Any comments as to what's going on here, whether something is not working right, or whether this not-so-hot temperature is by design?
Thanks!
Marc
