? removal of flashing in BPV mount

The BPV inserts into a piece comming off of the turbo ducting. That piece appears to be a stiff vinyl. That is utrasonic welded to the duct. There is a lot of extrusion flash in there that should be removed. A missed operation as far as I am concerned, compounded by QA not doing their job.
I read about this problem years ago but I could not find it with a search. So I figure its time to start another thread on this.
I am wanting to remove the duct and cut out that flashing that is a large flow restriction, but when I get home with a hot engine and its 104F on the streets, it does not seem to get done.
Any others notice this when installing a PBC or any suggestions on the work?
So why spend money on a better flowing BPV when that flow restriction is there?
This is probably common to Viggen's and 2002+ 9-3's.
