Whether it's normal or not it's certainly not nice.
I had (i.e. my 1998 9^5 2.3t) the problem twice. The first time it turned out to be a problem with the cranckcase ventilation and was easily fixed. The second time it appeared (a year later) the turbo was replaced. The latter didn't cure the problem, at once. The engineer at SAAB-authorised workshop was clueless. They even removed/checked/reinstalled the newly installed turbo just to make sure it is OK. The smoke on startup disappeared "on its own" after 6 weeks (1500km) or so.
I would say, watch the oil level and condition (foam on dipstick).
