My best understanding from the days I was in the gasoline blending business is that the difference in summer vs. winter is the amount of light components allowed.
The test is called reid vapor pressure (RVP). RVP spec is lower in the summer, meaning less light hydrocarbaons cause pollution by evaporating.
The octane spec is the same, and that's what gives resistance to preignition (knock). With less knock, the ECU can keep the boost up and the timing advanced for more power.
In winter, a cooler fuel/air charge will resist knocking, but I don't think winter grade gasoline makes it better or worse.
There are specs that relate to the tendency for a fuel to set up, but gasoline doesn't generally approach that spec to the best of my knowledge. It comes into play on the heavier distillates, ie diesel, heating oil, jet fuel. The don't really freeze per se, but can form a thick gel.
