Unless you remove fuse 35, your low beams will remain on as DRLs in _all_ switch positions, whenever the car is running. The left position is DRLs only, the center position adds parking lights to that, and the third is "normal" lights (high and low beams). The headlights will turn off automatically when you stop the engine in any switch position - however, the center (parking light) position will leave your parking lights turned on when you stop the car. I don't believe there is a warning chime for this, so it might be possible to run down your battery by mistake.
If you remove fuse 35 the lights act like any "normal" (non-quirky) car.
Fog light operation is simple - they can only come on in the right switch position when the low beams are on. They go out when you flip on your high beams. This can be reprogrammed easily (and free at your 30 Day Insp) if you don't like that behavior.
There is no reason to leave the switch to the right all the time, since you will be burning all your parking and tail light bulbs, as well as the DRLs. Switch all the way left during the day. If you commute in the dark hours in winter you could leave the switch all the way to the right without hurting anything.
