The Saab headrests are designed to come forward in an accident to catch the occupants heads before there is a chance for "whiplash" to occur. I haven't heard anyone else comment on a too far forward headrest, makes me wonder if your vehicle was in an accident and the repair shop failed to replace the drivers seat/headrest assembly.
If you bought from a Dealer, make them show you the car's history (Carfax report) to prove this isn't the result of a poor repair job. You can do a Carfax report yourself, but there is a nominal subscription charge for the service.
