rear shocks and springs. Mine did the same thing before replacement of the suspension. The lights did not appear to be aimed too high when sitting, but the lack of damping was letting the rear end sag (and the headlights were really nasty to both oncoming and traffic in front of me who got the SUV like glare.
If this is your problem, it won't help too much to adjust them down, b/c you will still have the "bobbing" and you'll just lose headlight range.
